The Irrepressible/Irresponsible Trap: Justifying Migrant Deaths at the México-U.S. Border from “Prevention Through Deterrence” to “Operation Lone Star”

Abstract

Operation Lone Star (OLS), a state-level effort to fortify the México-U.S. border in Texas, marked an escalation in the U.S. “Prevention Through Deterrence” (PTD) policy. How have politicians and government officials justified the escalation of immigration enforcement tactics despite the futility and lethality of these tools? Our theoretical approach relies on Beltrán’s (2020) critical exploration of migrant cruelty to understand how migrant deaths are embedded in practices of Latinx racialization and the productive quality of punishment (Valdez, 2016). This study offers a critical analysis of government documents, news coverage, and official statements concerning migrant deaths to trace the evolution of PTD over the course of 30 years. We find that PTD’s transformation from the weaponization of nature to its increasing reliance on violent technologies and tactics has been facilitated by the rise of what we call the “irrepressible/irresponsible” trap that blames migrants in their life and in their death.

La Operación Estrella Solitaria (Operation Lone Star, OLS), un esfuerzo a nivel estatal para fortificar la frontera entre México y EE. UU., marcó un recrudecimiento de la política estadounidense de “prevención mediante la disuasión” (Prevention Through Deterrence, PTD). ¿Cómo han justificado los políticos y funcionarios de gobierno el recrudecimiento de las tácticas de control migratorio a pesar de la futilidad y letalidad de estas herramientas? Nuestro acercamiento teórico parte de la exploración crítica sobre la crueldad hecha por Beltrán (2020) para entender cómo las muertes de los inmigrantes se incorporan a las prácticas de racialización latina y la calidad productiva del castigo (Valdez, 2016). Este estudio ofrece un análisis de los documentos gubernamentales, la cobertura mediática y las declaraciones oficiales acerca de las muertes de inmigrantes para trazar la evolución de la PTD mediante la disuasión a lo largo de 30 años. Encontramos que la transformación de esta política—de la militarización de la naturaleza a su dependencia cada vez mayor de las tecnologías y tácticas violentas—la ha propiciado el auge de lo que llamamos la trampa de “irreprimible/irresponsable”, la cual culpa a los inmigrantes tanto en la vida como en la muerte.
