Understanding the new frontiers of risk, social vulnerability, and environmental justice in space exploration in the Rio Grande Valley

Abstract

This study investigates the new frontiers of risk, social vulnerability, and environmental justice in space exploration with a focus on SpaceX’s operations in the Rio Grande Valley. The April 2023 Starship launch mishap and the Federal Aviation Administration's reassessment of environmental impacts highlight how these risks disproportionately affect vulnerable populations. Predominantly Hispanic and low-income communities near the SpaceX facility face compounded risks, including environmental contamination, noise pollution, and ecosystem disruption, which worsen existing social vulnerabilities. Using the National Environmental Policy Act guidelines and meaningfully greater analysis, the study examines distributive justice, revealing significant inequities in risk distribution. Communities closest to the facility experience higher poverty rates, limited resources, and disproportionate exposure to hazards compared to state and national averages. These findings underscore the need for targeted strategies to address compounded risks and improve outcomes for marginalised populations. By focusing on the intersections of risk, social vulnerability, and environmental justice, this research provides actionable insights for equitable risk management. It emphasises the importance of preparing for compounded hazards and ensuring that the advancements of space exploration benefit all without exacerbating existing inequalities in the Rio Grande Valley.
